Styrian Employment Pact (STEBEP)
The STEBEP was established as partnership on two levels beginning in 2000 - the process was started at first bottom up in 6 regions on NUTS 3 level, with the participation of about 300 institutions. With a time lag of oneyear the pact on provincial level was signed by Labour Market Service and Government of Styria. The regional pacts were build up following a common structure and standards with specific adjustments for every regions needs.
The provincial pact at the beginning was only the strategic »roof« over all regional pacts. Inbetween the provincial pact also has its specific priorities as much as the regional working programm. During a process lasting about some months the main strategies and measures are developed from the »key actors« on both levels.
Then there is a process of committment in every region and within the provincial pact. Parallel there is exchange and »fine-tuning« of the programms between both levels, with the objective of using the benefits from synergies and of avoiding »double-tracks«.
